Answer: Tarot cards is considered as a form of shirk, hence it is haram.
As tarot cards is synonymous to fortune telling where the belief that some people possess the ability of telling other people what will happen to them in the future by using magical or mystical methods. These rulings also apply to people who claim knowledge of the unseen, such as geomancers, palmists, shell-diviners, etc.

It is narrated that Imam Zainul Abideen has said:

"Those sins which make the sky dark are: sorcery, fortune telling, to believe in the effects of stars on man's fate, to consider Allah's will as false, and to be disowned by one's parents."

Further, in Imam Ali's Nahj ul Balagha Sermon 78, Amir al-muminin has argued about astrology being wrong or incorrect in three ways [I encourage you to read that sermon - http://www.qul.org.au/library/nahj-ul-balagha/sermons/754-when1-amir-al-muminin-decided-to-set-out-for-the-battle-with-the-kharijites].

You should seek guidance from Allah in your prayers to assist the particular person, and you should acquire knowledge on why Allah (swt) has forbidden its usage through the Holy Quran and Traditions by Prophet Muhammad and his Progeny.

These verses speak about the disuse of such practises and reliance on Allah [(26:221-223) (27:65)].

Allah knows best.
