Question: If a women touches her breasts for sexual pleasure is that regarded as masturbation?(masturbation is defined as touching genitals) and will she need to do ghusl after this? What is the ruling on it?
Answer: In Islamic terminology, masturbation (istimna) means self-stimulation of the sexual organ till one achieves emission of semen or orgasm. Masturbation in form of self-stimulation is forbidden in Shi'ah fiqh.

Ghusl does not become wajib for the woman until she reaches the level of sexual excitement. Once she reaches that level and the liquid is discharged from her, then it becomes obligatory on her to perform ghusl of janabat.
